build: migrate ROS stack to Jazzy, Python 3.12, and NumPy 2

Summary

• migrate RoboStack packages from Humble to Jazzy
• standardize the runtime ABI on CPython 3.12.13 / cp312 and NumPy 2
• target robostack-jazzy::ros2-distro-mutex 0.15.*
• publish ros-jazzy-unilabos-msgs 0.12.0 and use it across all Jazzy environments
• publish UniLabOS 0.12.1 (unilabos-env, four-platform unilabos, and unilabos-full)
• add an exact lock to opentrons-shared-data 9.1.0+unilabos.np2.1 py312_np2_1
• patch the upstream Opentrons 9.1.0 sdist for NumPy 2 (trapz to trapezoid) and publish it as an explicitly unofficial local-version package
• retain the upstream Apache-2.0 LICENSE, add NOTICE/change markers, and state non-affiliation/non-endorsement
• update .conda recipes, conda-pack workflows, platform environments, docs, and Python dependency floors
• move pprp to pip because no conda package exists
• serialize noarch Anaconda uploads to prevent matrix-runner races
• make current anaconda-client probing/upload compatible and sanitize feature-branch artifact labels
