fix(ci): authenticate the legacy image mirror with a PAT - #601

The org GITHUB_TOKEN cannot write ghcr.io/us/crw, which belongs to the us user, so every mirror step failed with a 403 that continue-on-error hid. ghcr.io/us/crw:latest stayed on 0.36. Log in as us with the LEGACY_GHCR_TOKEN secret before mirroring.
