Take main's shipped .manifest-sha invalidation (T24) and suite 748; keep this branch's Harbor/JsonLines pointers and TOOLBENCH_TRACING toolchain notes. Drop obsolete pre-#102 wipe-cache residual wording. Co-authored-by: Michelle Rojas <mrojas54@users.noreply.github.com>
