As per the style guide we should remove while Active qualifier across the baselines.

The release PR's compiled pages predate #544 ("While active" qualifier
removal and OSPS-GV-03.01 rewording) and #545 (project documentation
wording), so the website shipped stale requirement text. Recompiled with
--artifact-version v2026.08.28 and re-applied the release headers; the
grc.store artifacts were built from the baseline YAML at the tag and
were never affected. Release notes now list the two content changes.
