It bumps grpc to 1.83.1 in cmd/authbridge-envoy only, which is a strict subset of #734 (same version, but across authlib, abctl, envoy, and proxy). Merging #734 makes this diff empty.

Suggest closing this in favour of #734, which is approved and carries the full fix for GHSA-hrxh-6v49-42gf.
