GHSA-hrxh-6v49-42gf — high severity, "gRPC-Go: xDS RBAC and HTTP/2 Vulnerabilities", vulnerable < 1.82.1. This PR covers four of the five affected modules (authlib, abctl, envoy, proxy).

Two notes for whoever merges:

• #728 becomes redundant. It bumps envoy's grpc to the same 1.83.1 and is a strict subset of this PR — close it rather than merging both.
• cmd/authbridge-cpex stays on 1.82.0. grpc is indirect there and cpex is not a configured gomod directory, so Dependabot will never bump it. It inherits grpc through replace → ../../authlib, so merging #792 first lets dependabot-tidy propagate 1.83.1 into it automatically.
