Applies the fab-kit 2.13.5 → 2.15.2 migrations: commits
fab/.fab-version(with the.gitignorenegation so worktrees/clones/CI resolve a version), stampsfab/.kit-migration-versionat 2.15.2, and regenerates theconfig.yamlmanaged reference fence after dropping theagent.tiersoverride — the overridden values were identical to fab-kit's built-in defaults, so resolution behavior is unchanged.
