Fix figure-mode question text sitting too high

Summary

• Figure-mode bilingual prompts were laid out flush with the question card’s top edge, so Chinese text looked clipped/too high.
• Lower ZH/EN labels and nudge the figure band slightly to keep ~16px padding under the rounded stroke.

Test plan

• Open a battle question that renders a figure (e.g. cone/vertices haystack question)
• Confirm Chinese title sits clearly inside the card, not on/over the top border
• Confirm English line and figure still fit without overlapping choices
