Summary
decideFromSignals,worth_checkbuilds RouteFacts and callsrouteContributionwithout talking to GitHub from routing.routingandsource_snapshot(with SHA-256 state fingerprint) on check results and durable decision records. Historical records without those fields still parse.Depends on #86.
