CLAUDE.md now requires using AskUserQuestion before adding any muffet exclusions to preview-verification.yml. Exclusions hide potential problems and should be deliberate decisions, not automatic fixes: the agent must first investigate the root cause and attempt to fix the real problem (broken URL, missing anchor) before proposing an exclusion. Brings forward the policy from the closed PR #73 (commit f4b8312), placed under a new "Preview Verification" section since current main's CLAUDE.md has no verification section.
