Superseded by #836, which bundles this with #832 (opa 1.20.1) so the two share one CI cycle instead of forcing a rebase on each other.

Note for the record: this branch and #832 disagreed on google.golang.org/genproto/googleapis/rpc — #832 carried it forward to 20260720211330-0afa2a65878a while holding grpc at 1.83.1, and this one kept the older revision with grpc 1.83.2. #836 takes the union (grpc 1.83.2 + the newer genproto) and re-tidies.
